On March 17th, the Changzhou District held a conference on attracting investment and optimizing the business environment. Vice Chairperson of the District Committee and District Mayor Wei Hua Jin presided over the meeting. Chairman of the District People's Congress Standing Committee Luo Guohua and Chairman of the District Committee of the Chinese People's Political Consultative Conference Zuo Shengxian attended the meeting. Representatives from key enterprises were seated in the front row. 

Yang Zhengpei pointed out that optimizing the business environment and intensifying investment promotion are the specific tasks assigned by the municipal committee to Changzhou District. These are also the new expectations raised by enterprises for development, and they represent new challenges brought about by regional competition. The entire district should convert the requirements of the municipal committee into specific measures and actions, to help enterprises overcome difficulties and solve problems. The government should work together with enterprises to address the same issues and achieve the same goals, seize the initiative in development, and contribute to building a better Changzhou. 
Yang Zhengpei said, "During the '14th Five-Year Plan' period, the industrial chain foundation of Changzhou District has been continuously strengthened, the efficiency of serving enterprises has continued to improve, and the legal guarantee has been continuously reinforced, laying a solid foundation for a high-quality start in the '15th Five-Year Plan'. However, we must also be aware of the existing shortcomings and weak points. Currently， there is still a gap between optimizing the business environment and the requirements of high-quality development， the awareness of proactive service still needs to be enhanced， and the efficiency of implementing preferential policies needs to be improved." 

Yang Zhengpei emphasized that we must unswervingly follow the "1336" overall goal and task set by the municipal committee, as well as the "1235" overall strategy proposed by the district committee. We should focus on the urgent, difficult, and concerning issues of enterprises and the key tasks of investment promotion, and strive to make breakthroughs and implement practical actions. We should strengthen the two characteristic industrial clusters and establish mechanisms such as the direct communication channel between the secretary and the district head, contact and service for department-level cadres of enterprises, "one enterprise, one policy", and other mechanisms. We should also build a platform for communication between the government, banks, and enterprises. Oriented by the needs of enterprises, we should establish a regular, precise, and full-cycle enterprise service mechanism, and strive to create an efficient and convenient government environment, a precise and powerful factor guarantee environment, a fair and just legal environment, and an open and inclusive innovation environment. We should ensure that enterprises have what they expect, the government responds accordingly, enterprises have problems, and services are responsible. With a first-class business environment, we will empower high-quality development. 

Yang Zhengpei emphasized that attracting investment and optimizing the business environment is a systematic project. The entire district should work together in the same direction, persevere over the long term, strengthen practical action and responsibility, and unite efforts. The responsibility chain should be tightened and solidified to lay a solid foundation for coordinated progress. All levels and departments should establish and practice the correct concept of political achievements, hone excellent work styles, and accelerate the transformation from "government thinking" to "enterprise perspective", exchanging the "hardship index" of officials for the "satisfaction index" and "growth index" of enterprises and development. The supervision and assessment mechanism should be improved, with strengthened incentive and restraint for effectiveness assessment, and a clear orientation of prioritizing practical action should be established. The favorable environment of close and clean development should be cultivated. We should proactively visit enterprises to listen to their demands, help solve practical difficulties, and vigorously promote the spirit of entrepreneurs in the new era. He hopes that all entrepreneurs can act as the "publicity officers" and "mediators" for attracting talents in Changzhou, actively promote Changzhou and introduce projects, jointly seek development and create the future, continuously promote the high-quality development of the entire district to achieve new leaps, and strive to write the chapter of China-style modernization in Changzhou. 

Wei Huajin emphasized during the meeting that we must truly align our thoughts and actions with the decisions and arrangements of the district committee and government. With a firmer determination and more effective measures, we should spare no effort to improve and enhance the business environment, and always regard attracting investment as the "top priority task" and the "key project" led by the Party Secretary. We must ensure effective implementation and result-oriented performance, refine the task list, clarify responsibility divisions, focus on issues such as approval efficiency, policy implementation, and factor guarantee, and break through the "last mile" of serving enterprises. We should strengthen collaborative efforts, insist on taking the initiative and going to the front line, and unite to form a powerful synergy for optimizing the business environment, so that Changzhou District truly becomes an attractive place for enterprises to come, stay, and thrive. 

At the meeting, Party Committee Member and Deputy Mayor Yang Chenglin explained the "Implementation Plan for Comprehensively Improving the Quality of Services for Enterprises in Changzhou District", while Party Committee Member and Secretary of the United Front Work Department He Yusheng explained the "Investment Promotion Work Plan for Changzhou District in 2026" and the "Key Points of Investment Promotion Work for Changzhou District in 2026". 

Members of the leadership teams of the District Committee, the Standing Committee of the District People's Congress, the District Government, and the District Committee of the Chinese People's Political Consultative Conference, the President of the District People's Court, and the Procurator-General of the District People's Procuratorate, all departments and people's organizations under the district government, state-owned enterprises under the district management, and the main responsible persons of each town (sub-district) attended the meeting.
