A total of 41 projects in the recycled new materials industry have been introduced, with a total investment exceeding 50 billion yuan. From January to September 2025, the output value of the city's recycled new materials industry reached 53.7 billion yuan, increasing by 13.1% year-on-year... One impressive figure after another has sketched out the solid footprints of our city in recent years, which has been leveraging its advantages and deeply cultivating the recycled new materials industry.

Since seizing policy opportunities to integrate small dismantling enterprises in 2005, our city has now built an integrated industrial chain of "recycling - dismantling - rough processing - deep processing - terminal products and trade", taking precise investment promotion as the key point, and has blazed a leapfrog development path from "introducing individual projects" to "building a full industrial chain ecosystem".

High-quality services cultivate an ecosystem and attract investment, achieving fruitful results

Entering the production workshop of Guangxi Hongyi New Materials Co., LTD., mechanical arms precisely grasp raw materials and shuttle among the production lines. The cold rolling line units operate at high speed, repeatedly pressing and thinning the steel coils. The pickling line then removes the surface oxide scale one after another. Rolls of 2B plates with uniform luster come off the production line one after another. Throughout the production process, almost no one is seen - this is the first fully automated "dark factory" in Wuzhou. It is a benchmark achievement of our city's "Excellent Service and ecological cultivation".

Since the project was smoothly put into operation, the production line has been continuously and precisely debugged. Currently, the production capacity has reached 80% of full capacity. A total of 10,000 tons of 2B boards have been produced, among which over 3,000 tons have been sent to cooperative customers across the country. Wang Wenhui, the president of the company, introduced that the project has formed a close upstream and downstream synergy with Jinhai Stainless Steel, a leading stainless steel enterprise in our city. The stainless steel coil plates produced by Jinhai are directly used as raw materials for Hongyi, eliminating the intermediate transportation links and reducing the raw material supply cost.

Not only should we do a good job in our own production, but also drive the improvement of the industrial chain. Wang Wenhui stated that relying on the technological and scale advantages of the project, it is planned to build a supporting cluster of "deep processing - terminal manufacturing" around the Hongyi project. It is worth mentioning that in order to ensure the rapid implementation and subsequent development of the project, Hongyi has planned and constructed 120,000 square meters of standardized factory buildings in advance.

This "nearby supporting facilities" model is a vivid demonstration of Wuzhou's efforts to improve its industrial ecosystem through precise investment promotion.

The reporter learned from the Municipal Investment Promotion Bureau that in recent years, the investment in the recycled new materials industry in our city has been showing significant characteristics such as leading enterprises accelerating their layout, continuous increase in R&D investment, and coordinated supplementation of the industrial chain by upstream and downstream enterprises.

To better improve the industrial ecosystem, our city has continuously introduced a series of policies and measures to support industrial development, such as the "Several Measures on Supporting the High-Quality Development of Wuzhou Circular Economy Industrial Park" and the "Three-Year Action Plan for Wuzhou City to Build a National-level Recycled New Materials Industrial Cluster (2025-2027)". These measures cover financial rewards and subsidies, park construction, and the extension of the industrial chain. A full-cycle and multi-level policy support system has been formed.

In terms of services, our city offers services such as project approval agency and policy implementation, and implements a "three-person" system of information officers, liaison officers and service staff to follow up throughout the process. In terms of element guarantee, by establishing a mechanism for leading cadres to contact enterprises, the construction and production problems of enterprises were promptly resolved. Through the promotion of the "1+1+3" system, the new 500,000-ton recycled aluminum alloy project of Zhihui Xinyuan was completed and put into operation in just 11 months, creating the "Wuzhou Speed" for the implementation of industrial projects.

This year, under the measures of breaking through through investment promotion and winning by relying on ecological conservation, Guangdong Yuexinghua Environmental Protection Technology Co., Ltd. and Guangdong Fengjiang Industrial Co., Ltd. and other recycled new material enterprises have successively settled in our city. After the projects such as the Guangdong-Guangxi 500,000-ton annual Circular Resources Trading Center are put into operation, it is expected that the annual output value will be about 5 billion yuan.

The main person in charge of the Municipal Investment Promotion Bureau stated that in the future, Wuzhou will continue to implement the national "dual carbon" goals and accelerate the construction of a green, low-carbon and circular economic system. It will focus on developing the recycled new materials industry, build an industrial ecosystem for recycled new materials in Wuzhou, create a national-level recycled new materials industrial cluster worth 100 billion yuan, and drive the green new engine for Wuzhou's economic growth.

From "attracting projects" to "building an ecosystem", Wuzhou has set its direction through precise investment promotion, cultivated its foundation with high-quality services, and strengthened the resilience of industrial chain collaboration, providing a "Wuzhou model" for the high-quality development of regional circular economy.
